Not sue on California, but I know in Ohio if some one is in Prison the prison has to pay for the health care, if a girl is going to have a baby in a cell the also have to pay for that!
try the American Communist Liberals United(aka ACLU) They seem to really care about the scumbags who break the law and are now in jail.
