why is it that when little kids- really little- pick up their hands they barely reach the top of their head?

A baby, and to some degree a toddler, has a much larger head in proportion to their body than an adult has. So it takes more arm to get past it. Also, I think their arms are proportionally shorter, even without the head measurement being exaggerated.

I honestly think it has to do with coordination. A child that young cannot coordinate himself to lift his arms in a direct motion as you or I can do. They need pratice.
