The explanation I've heard is that when information passes form one side of the brain to the other, there is a fraction of a second delay. Deja vu is the sensation that you remember something having happened the exact same way before and under this explanation, it did happen the exact same way before. a fraction of a second before.
Could be a loan of crap, but I did hear it postulated in a pshysiological Psych class.

So i'm going to go with memory.

I can't really put a finger on it, but I have a feeling I might have thought about this before.
The "Deja Vu", experience is often reported by patients suffering from psychiatric disorders. It is known to be associated with temporal lobe lesions, and is one of the "dreamy state" experiences characteristic of focal epilepsy. But the phenomenon seems also to be experienced occasionally by the majority of "normal people". Most commonly it occurs in youth, or under conditions of fatigue or heightened sensitivity.
I actual had my first double deja vu last year. That's where I felt that something at that moment had happened for a third time.
It has to do with the fact that this plane of reality flows from higher ones. The present moment is "wider" there than here. As humans we have consciousness in some of these higher planes. (No special secret here, we all do, right now.) Sometimes something happens that we already saw as a possibility with another part of our mind. Or, you can just think of it as a glitch in the matrix. It usually happens when they change something. It's a trap! Get out of there!

When I dream at night, I often dream these little scenes. Sometimes they seem like skits, sometimes they seem like I'm watching TV. I can see the faces of everyone I know right now, but if the scene involves people I haven't met yet, their faces will be blanked out. Later on these little scenes will occur in real time, verbatim, according to my dream. I will be able to see who the blanked-out faces were, and I will have the intense sense of deja vu, because I know how the scenes will unfold. Sometimes the scene occurs a few days after my dream, sometimes a few weeks, and sometimes a few years. I can always tell when something big is about to happen in my life because these deja vu moments seem to cluster.

It aids a process called consolidation that helps your memory, by going over these events. When an even that occurs (that is remarkably similar to these events), it triggers a familiarity response. This response is linked to the original event:the remembrance of the consolidation experience, and the current event. (possibly more similar events). This is why it feels familiar to the brain, and it triggers the "Deja vu" response.
