If it's male-to-female, I suppose. Though seeing as I, being a guy, avoid the women's bathrooms anyway (except that ONE time, but that was totally an accident), I would not really know how most women feel about this. But if a female-to-male one came into the guy's bathroom, I would not really mind. Not like I spend time in there thinking about my fellow bathroom-goers or anything.
On the other hand, just be sure that it is not some clever ploy by a guy who is just into seeing women in bathrooms. Maybe he thinks that it is a good way to get their attention and, hopefully, phone numbers. "Hey, I'm not a man. Not REALLY. Honestly. I'm in here because, uh, I'm a transexual, and uh.you know. I need to be here. It's not that I am watching you. Not at all. Really."

Legal? There isn't even anything 'illegal' about a man using a woman's restroom or vice versa.
She isn't part of any kind of 'them' out there to get you. You would do well to treat her with respect and civil fairness. After all, she is a person.
i think the legalality is if they have the equipment for that bathroom, ie: penis for men's, no penis for women's. but, i am sure that a man changing into a woman would feel more comfortable in a woman's restroom than a men's, as would the women and men in the restrooms, no matter how far they are along in the process.
i'm certain that this transexual isn't trying to sneak a peek. infact, i bet if he did use the men's everyone would be trying to sneak a peek at him.
