"Welcome back to Providence"?


Question:
I had a dream today where I was on the starship Enterprise and Captain Picard and I were talking with Wesley Crusher in 10 forward. We had stopped at a starbase to fix some things on the ship, and while it was docked Wesley asked if he could come onto the bridge. The captain said no.

Then as we were pulling out of orbit from the starbase, something malfunctioned and the ship started rotating like how F-16s sometimes spin when they enter the slip stream of another fighter jet.

Anyway, once the red alert sounded, Picard said,"All hands to the bridge." And we went to the bridge, but Wesley lagged behind, so I motioned for him to follow us. Then as we stood in front of the door of the bridge, Picard turned to me and said,"Welcome back to Providence."

The dream ended at this point.

What does Providence mean, and why would Picard say such an unusual thing to me?
