Clean and Clear makes some wonderful acne washes. Try their Clean and Clear Continuous Control Oil-Free Acne Wash. You could also try Neutrogena Oil-Free Foaming Face Wash. It's a little strong for some people.
If you need to get rid of acne fast, use Phisoderm Cream Cleanser. It'll dry out your skin, but will zap existing acne and get rid of excess oil. Personally, I'd rather have dry, peeling skin than bad acne and oily skin, but that's just me.
Other tips for getting rid of acne:
-minimize stress by recognizing your stress levels, and potentially stressful events and situations, and then doing what you can to prevent a bunch of stress. also, during these times, cleanse your skin twice a day and cleanse it thoroughly
-avoid drinking coffee, or at least limit your intake
-eat a healthy diet with plenty of fruits and veggies rich in antioxidants, and adequate protein. although it's a myth that chocolate causes acne, it's still important to eat a balanced and healthy diet
-don't smoke
-always cleanse your skin thoroughly once in the late afternoon or early evening
-keep washcloths, towels, pillowcases, hats, and sweatbands clean
-when talking on the phone, don't touch your chin to the receiever and don't cradle the phone between your shoulder and head
-wash your hair once a day if your hair is oily and causing forehead acne

Noxema always worked for me when I was a teenager. If the problem persists she will need to see a dermatologist.
It's a thing called OxyPads. They are daily facial pads that are sold at like Wal-Mart, CVS, Rite Aid, etc. They come in different formulas too, (for like acne prevention, blackheads, scarring, etc..). These work well, and are a lot let expensive than Proactive is. I recommend she try these.

I use cetaphil and it works.does she visit a dermatologist? Because they can help. But I also use tea tree oil and it really works..this place called the body shop has a huge line of tea tree oil products, they aren't cheap, but they work!

Benzoyl Peroxide is a great antibacterial drying agent. Normally, people see results much faster than other washes. Benzoyl comes in wash, cream, or gel.
