Prednisone is used to control acute inflammatory problems like asthma, Crohn's disease, arthritis, spinal cord injuries, etc.

For conditions where you have a rapid onset of inflammation--like an asthma attack, you want a high dose("burst") of steroids, like 60mg of Prednisone, to get the symptoms under control. If you just stop them after a few days, the symptoms might flare up again so you taper them off--40mg for 2 days, 20mg for 2 days etc.

A condition like Crohn's disease might cause more chronic inflammation, and be treated with a lower, steady dose of steroids. So there's two main ways of prescribing steroids. Steady dose and burst and taper.

People who take steroids for more than 3-4 weeks can develop a dependence on them, and they also have to be tapered off, but that's not what people mean when they say "burst and taper."
