Then you get the lowest grade of service, because the paperwork and restrictions hinder them. If you then make a law that doctors and other health care professionals may not set up a private practice, you effectively have slavery of those professionals unless they are willing to risk jail to become "black market" doctors.
No, it would be a nightmare even worse than the current system, where I was charged nearly $5,000 for a 2.5 hour stay in a hospital emergency room that did nothing more than take a few tests!
