As far as I know, it's not. It is commonly used for nausea, but has a very unfavourable side effect of causing extreme drowsiness.

If you are using Phenergen (promethazine) for reasons other than nausea, like for a sleep-aid, then you could become dependent on it. Otherwise, it's not appealing/fun to be heavily sedated for 12 hours at a time (sure takes care of the nausea though!).
