Actually i'm not completely understand about the word "hang out". If u're trying to say that the clitoris is "out" from the vagina structure. That's because the clitoris is an analog from the penis. When u were born, before u were a complete male or female. The specification of body anatomy & function (including sexual structure) had the more advance differentiation, from the internal sexual function until the external genital development. If u become a male, the part (i forgot the name of it) would become a penis. But, if u become a female, that part would become a clitoris. That why the clitoris is slightly "out" from the vagina, just like the penis is "out" from the scrotum.

I do not think that is an exam question. For one thing, the English is horrendous.

I did remember reading about patholicially-sized clitori, well in excess of 11 inches in length (it has been years since I read it and I do not remember the figures, but they were surprising long). I do not know why this occurred, and I am not sure that anyone does.

Find a gynecology textbook and look it up if it is important to you.

I doubt this question appeared in any legitimate exam. The terminology is all wrong.it seems the type of question asked by one who has no concept of the arrangement of female genitalia, or how it's parts are properly identified. I'll skip the technicalities, as I'm sure it would be lost anyways and therefore a waste of my time.

The technical term for the change you described in your question is called Clitoral hypertrophy. When the clitoris changes in size and grows in length past the prepuce (the little skin that normally keeps the clitoris covered), it is usually in response to a rise in serum testosterone levels. Testosterone, as you know is the hormone that makes guys, well.guys. Estrogen is the hormone that makes women.well so womanly. When, for any reason, there is an over abundance of male hormone in a woman's body, changes take place, such as hirsutism (growing hair where women usually don't grow hair.body hair becomes coarse and wiry), acne (not just a little), growth of skeletal muscles and less body fat, bad breath, incredible body odor, a tremendous leap in libido, and, as the clitoris is analogous to the penis for males, it responds to being bombarded by testosterone by growing.

While there is always a tiny bit of testosterone in women's bodies (and a tiny bit of estrogen in dudes), too much makes for a monster. When the testosterone level gets back to normal, some of those symptoms disappear.some do not.
