There is not a factual answer to that question but I would say if you are 30 and it is still teeny tiny that it is done!
The average size for us guys is around 5 inches or so. Be careful of exaggerations that simply cannot be true. The size of a private part is the same as the distance between your thumb and index finger, by the way. Our bodies are proportioned. There is absolutely nothing a guy can do to change the size of his private part (no matter what you read or anyone may say). Can you change the size of your finger, or your nose? Accept life the way it is.
