Male person becomes sexually ready during the development, and mainly when the testicles begin to produce sperm. Usually the average age is within 12 -13 but the development process goes on for many years then. Besides, at that age, even if you are able to procreate I don’t think you can affirm to be already a man. Generally, a man is an adult people with the right maturity, able to face the life and its problem. And there's no precise age for that!
