Take minerals and fat soluble vitamins on a full stomach during your first meal of the day. If your vitamins come in multiple tablets, then take the second around lunch time, or if you exercise, after an afternoon workout.
Water soluble vitamins should be taken throught the day, howver you may not need as much supplementation as you think. In other words, a well balanced diet may supply you with enough. These include B Vitamins and Vitamin C. If you do supplement these in a form other than your main capsul or drink, take B before times of activity or when eating a meal low in them. It is not a good idea to take them before bed time. There are also time released vitmains so you won't have to stress out over this.
As for vitamin E, you can take extra supplementation even though it is not water soluble.

personally, i prefer to take my multivitamins in the morning, then vitamin C after working out. make sure you also add antioxidants in your diet (trye teas, and berries).
It depends on the vitamin(s) are taking. Most are better absorbed if you have a small meal with them, others it's better to have on an empty stomach. I take a lot of vitamins and I take them right after eating a little meal for breakfast, and about 2 hours after I've eaten dinner. Some shouldn't be taken with others because it inhibits their absorbtion, etc.
The main thing with vitamins is their QUALITY -- you stand to lose a LOT more based on the quality of what you're getting, rather than the time you take them. With that said, if you're taking TABLETS , make sure their off good quality. A lot of the store bought brands are useless because they're coated with shellac and all sorts of nasty crap, making them virtually undigestible. Be a vicious, conscious label reader! If it has preservatives, fake colors, or other things with names you can't pronounce, steer clear!
