Buuuut if this person has a history of behavioral disorder, or; has made threats to harm him/herself or; has committed actions to harm him/herself or others>>>they are mandated by the 9.41 Section of law to be psychologically evaluated. explain to them how much his/her condition is affecting others and that it'll only get worse, if you can't convince them then get someone else who's really close in her/his life to try to do so as well
