Ok this is gross, but I'm married and I have a guess. Probably because he walks around so much, his 'buddies' hang low and sweat and chafe his legs.
maybe he just believe that if he wears brief all the time might cause him to be sterile. or after work its more comfortable to let it hang out so to speak.
