Why do people "not" want to learn First Aid?

Maybe because they have never been taught the value of prevention in health.

This law that you are refering to your additional details, is not valid just in the UK but all over the EU.
It is an issue of safety at work and the personnel of the companies are obliged to have a course on that(I suppose that this varies from one country to another, I am not sure if they educate all the personnel or just a person).
We had a similar seminar also for the pharmacies(they have participated under certain conditions; I think it was on the basis of the number of employes).

they won't learn the first aid because they are lazy,stupid

because they are scared to death that they will try to help, and the person will sue them for living or family will sue them for trying and failing..
