Why do some men's dress pants have lining in the pocket which creates two storage areas?

My dress pants have typically had (on the right hand side) a flap in the pocket creating two "pockets" w/in the pocket. I never really thought about why until my brother asked me the other day.

That pocket in the pocket is a change pocket. Men's dress pants are usually loose fitting and that will cause the change to jingle when you are moving. This pocket will help with hte noisy jingle!

It's a dumb change pocket. So dumb..trying to stick your fingers in there to pull out change. Is it me or does anyone else hate change rattlers. The guys who walk around with their hands in their pants flipping their change around. I hate that!
