Why is all the emphasis on the bad effects of smoking and never or little on alcohol consumption?

Well, DUH, legislators are hard drinkers. Alcohol use/abuse is the predominant culture taught in law schools, and too many legislators are initially attorneys. (Ever notice that you can hardly tell the difference in the way the words "liar" and "lawyer" are pronounced?)
That is an excellent conundrum. While there is some evidence that second had smoke can be harmful to those nearby, a reeling drunk in the car speeding headlong toward you seems much more dangerous to me.
Remember that our ancestors evolved over open fires, and our respiratory systems are designed to deal with some degree of vegetable carbon residue. IMHO, it is the additives that 1) are designed to increase addictive potential and 2) are more likely to be carcinogenic.
Interestingly, statistically, smokers are not a drain on a society's resources, once they get cancer they get dead or cured rather quickly. It is the hard core alcoholics that can run up a million dollar hospital bill, then get dismissed from hospital to go live under the bridge and keep on drinking. Surely there are some actuaries around to back me up on this.

Smoking--even a little--is proven to be bad for you and releases toxins that can affect others. The smoke can cause severe allergy attacks and asthma in others as well. Smoking can also affect so many different areas of the body--heart, lungs, blood pressure, circulation, cancer, cancer, cancer, just to name a few. Alcohol on the other hand can be more tolerated in moderation.
