Depends mostly on her muscle to fat ratio. I'd say 140-150 is pushing it, unless she's a bodybuilder.
There are tables that break this down in detail, but I haven't found them to be very accurate for my body type. If I was the "ideal" weight for my height, I'd look like a Da Vinci dissection showing human musculature.
check in to a thing called body mass index (BMI) this will give you a number from 18-55 you want your number to be around 25-28
The rule of thumb is that a 5" woman with an average bone structure should weigh 100 lbs, and every inch of height adds 5 lbs. So you should weigh 140-145.
That said, if you are muscular, you will weigh more and look thinner than if you are flabby.
I don't like BMI numbers because they don't take into account fat percentage. You should be able to get your fat percentage done at a good-sized gym as part of your membership or for a small fee. You want to be around 20% fat.
