It depends on what your goals are. If you are going for endurance, keep the time between sets to a minimun, like 20 to 30 seconds (of less if possible). You will not be able to lift as much for each consecutive set, but you will get a good aerobic workout during your weight training from it.
If you are looking at size and strength, you want to lift as heavy as you can. Take more time between sets to allow your muscles to recover as much as possible, but don't take too long so that your workout goes over an hour. Two to 3 minutes between sets is a good amount.

The key is to mix it up. The body is smart. Get it in a routine, and it will adapt, and your workouts won't be as effective. There is no maximum or minimum. One week you can do a 5 second rest.
