Not unless she develops a very serious infection that enters the bloodstream. As long as she keeps the area around the piercing clean and only uses sterile rings, this shouldn't happen.
The uterus is really a fair distance away from the belly button, so there's no way it could be punctured during the procedure. Getting a tattoo would be more of a risk, since dirty needles could lead to hepatitis.
I'll exclude the infection possibility, because it has been already talked about. What I had seen though at mothers that wore belly piercings during pregnancy is a big ugly scar instead of a belly. As soon as she starts getting big, she should take it off so the skin won't stretch.
aside from what everyone else has already said about infection and the skin stretching, a huge pregnant belly isn't as fashionable with a belly ring. Kind of like a 75 year old getting her tongue peirced. Things that make you go UUUGGGGHHHH
