They can never remove the rings because their neck cannot support their heads anymore. They are considered more desirable in the cultures they live in.

I would say that it has been, traditionally, but only if paired with good posture.

In some cultures it is a must, I believe parts of East Africa, like Somalia, Ethiopia, Sudan--there are tribes that actually fashion heavy metal ornaments around their neck to make their neck longer.

For Europeans, long necks are attributed to good breeding. Meaning you come from a good gene pool. Hence the modeling world appreciate Supermodels with excellent bone features, such as high cheekbones, full lips, asymmetrical facial features, as well as long hands, long necks, long legs, etc.

It just means good breeding.
