Professionally speaking I would not try to do it yourself. There are two completely different products that can be used to do this. One is like regular hair perm solution that you just keep combing through the hair and the other is a product containing lye (very hard on the hair and a person can easily burn their scalp). Straighting should be should be done by a professional as not to damage her hair (breakage). You did not mention the texture of your cousin's hair, better to leave it to an expert.

12 years old is a good age for a perm. I have know people as young as 5 years old to get a perm depending on the type of hair the person has.

I WOULD SAY I I GOT MY FIRST ONE AT 12 YEARS OLD. IT IS BAD WHEN YOU DO IT ON KIDS THAT ARE YOUNGER THAN 6 BECAUSE THE HAIR IS STILL GROWING. BY THE TIME KIDS HIT TEENAGE YEARS THE MAJOR GROWING OF THE HAIR HAS SLOWED. SO 12 YEARS OLD IS ABOUT RIGHT. AND MAKE SURE YOU FOLLOW THE DIRECTIONS FULLY SO THERE IS NO DAMAGE TO THE HAIR.
