She's probably just naturally large chested, nothing to worry about. If she started puberty early, chances are she'll stop early.

Its normal I started Puberty late and still had a large chest in the 6th grade. The only thing you can really do as a friend is tell her how maen the other girls are going to be. She has what they want is all, I got it really bad in school just cause I got a chest and they didnt yet. So the best thing you can do is be her friend is all. Maybe even teach her not to flunt it off as well just cause she is so young. She may need a older adviser later for everything.
