As a hairstylist, I think that each of us determines our own responsibilities beyond state law (which governs mostly cleanliness and sanitation). I personally take responsibility for
1)Maintaining the health of the hair. Some stylists, such as myself, will refuse to perform services which will damage or break the hair
2)Satisfying the client Even if I don't care for a particular look, if it is what the client wants, I will provide it as long as it is safe. Watch out for stylists who think that they are fashion dictators. You will more often end up what they like than what you like. Many salons offer guarantees valid for a certain amount of time after a service during which the client may request changes at no charge.
3)Educating Clients. Many clients like to get tips on styling and products and I also believe in teaching proper hair maintanence, and educating against diversion (purchasing products from unauthorized retailers like drugstores, Target and Wal-Mart).
Many people will probably have different answers for this question, and I think it depends a lot on local laws, but these are a few of the things I consider a responsibility.
