why isn't my chest growing?

okay im 17 and my breast are so small.I mean why arent they growing.

I've been trying to get a 6-pack for 5 years, is it my genetics?

Breast size is largely determined by genetics. Not something I would worry about, I'm a man so I guess that's a dumb thing to say, but from my perspective on women breast size has nothing to do with it. Besides, I've never seen breasts that weren't the perfect size regardless of size. If the women in your family have small breast then you're probably gonna be the same. Look at the bright side, when you're in your 40's and 50's yours won't be slapping you stomach like some of the large breasted women.
