depends on what you mean by "properly." Do you mean they don't say it they way you do? Or you just don't like the way they talk? Or do they have an impediment, like a cleft palate? If they have a medical problem, they should see a doctor. Otherwise, tghey're probably saying those letters just fine.

Different languages have different sounds. Some languages don't have the "r" and "s" sounds like in the English language. Although I don't know much about linguistics or speech development, from experience I know that its difficult to suddenly start to say a sound that you've never had to use before.

In terms of how to cure it, it sounds like a job for a speech therapist which I am not, sorry. besides, as long as communication is there, isn't that all that more important than "perfectly" pronounced words?
