Attempting to remove the sperm cell from the semen would most likely kill the cell. What would you do once you removed the sperm cell? Wash it out so no semen remains?
The semen is what activates the sperm cell so it starts to move its tail. Semen is its "natural habitat" in order for the cell to be reproductively viable. I do not know of any way to accomplish this feat and I do not think any sane doctor would even try to artificially inseminate an egg using sperm from a know HIV patient.

No. The sperm is not removed from the liquid during artificial insemination. The technology doesn't exist and even if it did, you would be hard pressed to find a physician that would risk infecting a mother and an unborn child or children. (5 or 6 eggs are inseminated)
HIV in semen seems to be associated with immune system cells which congregate in the testis where sperm are produced. Centrifuging the sample may separate them out sufficiently. Or selectively killing the white cells may be enough.

yes, In fact when they artificially inseminate an egg they usually cut off the tail. Before that they usually wash the sperm, because one of the common causes of male infertility is sperm antibodies. When the man makes antibodies against his own soldiers. However they usually are unlikely to help an HIV+ person to reproduce.
