Fluid retention is often caused by allergies, persistant edema may be caused by kidney, bladder, heart or liver problems. So you may want to have some tests ran to rule out those factors. Go to your local health food store and ask for free-form amino acid complex(sometimes edema is caused by inadequate protein assimilation), SP-6 Cornsilk blend from Solaray(this contains corn silk and other herbs that help the body expell exess fluids.Give her two capsules three times daily).Vitamin B complex taken with vitamin B6 will reduce water retention. 50-100 mg of B vitamin twice daily with meals and 50 mg of B6 three times daily. Also to replace minerals lost with the correction of edema:Alfalfa, good source of important minerals. It also contains chlorophyll a potent detoxifier. Take 2,000-3,000 mg daily, in divided doses. Calcium(1500 mg daily) and magnesium(1000 mg daily), silica(a natural diuretic) as directed on label. Make sure she eats more raw foods. Eat plenty apples, beets, garlic, grapes and onions. A high fiber diet is very important. For protein eat eggs, broiled white fish, and broiled chicken or turkey. Eat small amounts os buttermilk, cottage cheese, kefir and low fat yogurt. Use kelp(seaweed)to supply needed minerals, avoid alcohol, animal protein, beef, caffeine, chocolate, dairy products(except those listed)dried shell fish, fried foods, gravies, olives, pickles, salt, soy sauce, tobacco, white flour and white sugar. Exercise daily and take hot baths or saunas twice a week, avoid stress. But make sure a doctor keeps track of the situation.

It depends on what is causing the Edema. It can be as simple as aspirin. It can be as complex as surgery, or no cure at all. Talk to your doctor about it and find the cause.
A visit to your physician.
What is causing your edema? If you don't know the cause, you need to schedule an appointment with your doctor so he can get to the cause of the problem and then treat you with diuretics, if warranted.
Meanwhile, limit or totally cut out your salt intake. Get Morton's Salt Substitute.it is quite tasty. Also, try drinking cranberry juice as it is a natural diuretic.do not drink a blend.straight cranberry juice.
Other diurectics are: celery, onion, eggplant, asparagus, watermelon, coffee, alcohol, and some herbs such as hawthorn, corn silk, and parsley.

First of all you do not take aspirin for Edema, nor do they perform surgery. If you are retaining alot of water this causes Edema. Drink lots of water, the more water you take in the more your body will release. Over the counter water pills help. If its really serious your doctor can prescribe a water pill, usually Lasix. Elevate your feet if its in your legs or feet. Good Luck
Get her to a Doctor if she has pitting oedema (uk spelling!). There are several causes of pitting oedema, BUT it is usually due to chronic cardiac failure. This is something that needs to be looked into by a Dr and not guessed at by you.
It is serious and you need to do it yesterday!!

generally oedema is either due to cardiac cause or renal cause

Based upon your mentioning of urinary difficulty, I would immediately have your mom get to a doctor and have both a blood test for "Creatinine" levels, and a urine sample to test for protein levels. Edema is almost ALWAYS a symptom of a serious medical condition, as it was in my case; I found out that I have "glomerulonephritis" which is a form of kidney disease. Edema is also a symptom of such things as conjestive heart failure; This is nothing to "play around with"!
