How do you get rid of small white spots on the skin of your feet?

Am mid-30s, they started to appear a couple years ago and more keep appearing on top of foot and near ankle. They can be concealed with moisturiser but don't know how to get rid of them. The spots (not pimples or raised so you could scratch them off) don't hurt but look pretty ugly and I want to get rid of them. Anyone know solution?

Are the spots dry and hard? Because if so, it could be spots of rough, dry skin that needs to be exfoliated off.
