The technical word is "syndactyly." It is a birth defect which happens when the hands do not completely form while in the womb. Most of the time it involves only two fingers; rarely are all four fingers and the thumb webbed.

There are two kinds of syndactyly: "simple" where only the skin or soft tissues are joined, or "complex" where the bones are fused together. Rarely, two fingers are completely joined together as one, which is "complete complex" syndactyly.

Since syndactly can be the result of a genetic defect, and not just malformation during growth, genetic testing and checking family history is often the first step. It is usually corrected by surgery, if possible. Depending on the severity, it is usually just a matter of cosmetics (how it looks). However, in the complex form it can affect the ability to grasp with that hand, especially if it is the thumb that is webbed.

The opposite (sort of) of syndactyly is "polydactyly," where development goes too far and grows an extra finger.
