Theoretically, yes. In reality, no. Any woman with a "normal" reproductive system should begin menstruating between the ages of approximately 8-15. There is, however, a condition called primary amenorrhea, which is the failure to menstruate. Typically, if a girl hasn't menstruated by age 16, they will begin investigating this potential diagnosis in her.
Primary amenorrhea can be caused by "simple" (meaning obvious and treatable) factors such as drastic weight reduction, extreme obesity, or malnutrition, or it could be due to something more insidious such as a congenital abnormality like absence of the uterus or vagina, a vaginal septum or cervical stenosis, disorders like gonadal dysgenesis, and diseases like Cystic Fibrosis, Cushing's Disease, Polycystic Ovarian Syndrome, Turner's syndrome or Sawyer's Syndrome (chromosomal disorders), hypogonadotropic hypogonadism, hyperprolactinemia, hermaphroditism, androgenital syndrome, congenital heart disease, congenital adrenal hyperplasia, craniopharyngioma, pituitary tumors, ovarian tumors, adrenal tumors, or Prader-Willi Syndrome.
Hormonal supplementation, surgery, or both are sometimes used to correct the condition, depending on the underlying cause.
There are other cases where women do not get their period, for example, Oligomenorrhea. This is when a women who did have normal periods suddenly begins experiencing very light and infrequent menstruation. And of course, women who have undergone hysterectomy do not get periods anymore.
