I'm not exactly sure, but it sounds like it could be referring to pneumothorax. Sometimes, a broken rib can puncture the lining of the lung, causing it to deflate. Once the hole is repaired and the air is removed from in between the inner chest wall and lung, the lung can be reinflated.

It`s usually referred to as a collapsed lung which means it is not able to inflate itself due to an injury, in this case the broken rib may have punctured it.
