Casual Attire can be any clothes in which you can feel very relaxed. They could be T-shirts and Jeans, shorts, funky shirts, designer jeans, cool shoes or any such clothes/apperals which do not make you have a serious/formal look
Semi Formal are those clothes which are neither casual neither formal which means like a decent shirt with jeans, shirts and pants. These clothes make you look a bit serious/formal but still make you look relaxed. A few things which diffrentiates it from formal is that tie and coats are not worn.
Thats the basic diffrence between these two.

It's not quite Oscars nice (that would be formal), but it is still appropriate to wear long dresses, especially in the evening, but nothing with a train or super-sequined. It is a step above what you might wear to church. Think satins and nice silks. Also, if you will be wearing it in the evening, you are expected to be more formal than for a morning or afternoon event.
Really, it is an outfit by outfit decision. Also, keep in mind that accessories like jewelry and shoes and hair can take a casual outfit and pump it up to semi-formal.

Casual Attire: jeans, shorts, skirts (denim or short, above the knees), cargo pants, tennis shoes, sandals, flip-flops, sun dresses, Capri's.
Semi Formal attire: slacks, dress shirt, dress skirt, business suit (for a woman), dress shoes (no open toes), men's suit w/o a tie (mock neck shirt), slacks and dress shirts w/ tie and no coat, non-dressy evening gown.
