There are good and bad stylists or maybe experienced or inexperienced. I think most stylist can be good stylists if they find clients that fit their personality. I think it takes going to someone more than once to know if you've found the right one for you. It takes time to get to know someone's hair and their likes and dislikes. The more you hop around to different salons the higher your chances of getting a bad cut.
You need to tell the stylist if you like or dislike something about the cut. Don't be afraid to call and tell them you are having problems styling it or whatever questions you have. A good stylist should be eager to help you out. If you sense that he/she doesn't give a crap or god forbid they can't give an even cut-it's time to move on.
I hate to dis chain salons, but they do get a bad wrap because that is where the majority of stylist get hired right out of school. To be honest there is only so much you can learn in a school when it comes to a trade or skill. Most of the learning has to come from hands on experience. Unfortunately it sounds like you've been someone's guinee pig for too long. I hope I gave you some advice that will help.
There are competent and incompetent people in every field! That question was extremely easy.
About finding a "good" one (or rather, one that is best for me), well, I'll let you know when I've figured that out.
