It coule be either heat rash or pimples or in grown hairs or yeast infection. It is rare for a male to have a yeast infection down there unless he has had sex, but it can happen with some medicines. It they are painful it probably a ingrown hair if there many bumbs it might be heat or pimples.

its called hair bumps also it could mean hygiene isn't up to par.
