Apparently NO, Good to know!
Here is the info I found:
Dear Dr. K,
Have there been any cases of someone getting HIV by getting semen on his hand via mutual masturbation? What if the person had a torn cuticle or an open piece of skin?
Mutual masturbation is not an HIV transmission risk even in the scenario you describe. HIV is passed sexually though unprotected intercourse. HIV must find specific target cells to infect, and it cannot infect skin. Focus your attention on using condoms for all intercourse and you'll stay HIV-free. You can find more information on HIV transmission here.
To your health,
Dr. K

With all due respect to Dr. K. I strenuously disagree! Any break in the skin is a portal of entry for infected body fluids. If the semen of the infected person finds its way into the open skin of the cuticle, hand, finger, thumb etc. (the point being OPEN SKIN) Infection IS possible.
