True, Tamiflu is not effective. Currently, there is no bird flu cure. The survivors naturally have "special immune system". If and when a pandemic strikes, we'll have no defense for several months before an effective vaccine is created.

No, I was not aware of all the facts you listed. However, some of the facts might cause people to dismiss the seriousness of H5N1.
Bird flu has not mutated YET. It may never mutate. However, the scientific probabilities of a global pandemic are high.
NO responsible scientiest or physician has encouraged people to buy TAMIFLU to treat the H5N1 virus. It would be totally irresponsible to suggest that TAMIFLU could cure an illness that cannot yet be defined.
I agree that some governments may be trying to avoid mass hysteria by telling their residents that TAMIFLU is cuttently available, but they have NOT said TAMIFLU would actually treat the illness.
I consider myself to be an intelligent, informed adult, and failing to protect my family from a possible disaster (hurricane, earthquake, pandimic) is irresponsible.
The American Red Cross, and several major church organizations have Disaster Services offices which educate people on how to prepare for emergencies. It is NOT the government's responsibility to prepare my family, it is mine !
Instead of projecting that an American governmental official has much to gain in the sales of TAMILFLU vaccine, it is more beneficial to humanity to educate people on how to survive crisis. New Orleans residents needed education BEFORE Katrina.

New research, carried out by Retroscreen Virology has indicated that

In an earlier study (1995) Sambucol® was found to be effective against a wide range of influenza strains. Laboratory studies conducted at the Hebrew
University – Hadassah Medical School, Jerusalem demonstrated the activity
of Sambucol® against human, swine, and avian influenza strains.
Sambucol®'s efficacy was also demonstrated in two double blind, placebo
controlled clinical studies. Sambucol® was shown to cut the duration and
severity of the common flu by up to half.
