When teeth erupt into your mouth, the root is about 2/3 formed. Some of the last teeth to erupt are your second molars, which should come in around age 12. The roots of these molars are completing their development, and may still be growing a little at age 15. The next set of molars, third molars or "wisdom teeth" are still developing at age 15 and will erupt around age 18. At that time, root formation could continue for another couple years. All the other teeth- front, back, top and bottom, are pretty much done by this age.
