Answers:
I am African American so I feel his pain. The best thing I use is a cream called magic shave with a plastic no shave razor. I apply a layer, let it sit for about 10 minutes then wet it and apply another layer and let it sit about 7 minutes. Wet it then shave. Make sure its moist when you shave it, and like I said a plastic no shave razor, the metal is too hard on your skin.

I get it from this website. http://www.ebonyline.com/

I only do this with areas that would get a lot of bumps. I use a mach 3 for the other areas and my head (I shave it bald). After shaving I take a washcloth, and I kind of scrub the rest of the hairs off till its smooth.
This isnt the most effective way to shave, but its the most effective way to shave and not get razor bumps.

Other tips that are effective.

Try to avoid touching where you get bumps, your hands transmit bacteria that can clog pores and cause the hairs to not grow out.
Dont let it grow out too much its more likely to bump up.
Use tweezers to pull out any stubborn ingrown hairs.

Other Answers:
Maybe you should try waxing. Just by going by your user name, I am assuming you are a female.

I would try waxing, it removes the hair by the root, and eliminates razor bumps and other unpleasant side effects caused by shaving.
