So you are getting bumps on your external genitalia? I doubt that its genital warts. They usually have a more warty appearance. Check out the link for comparison. There are other STD's that can present as bumps, but this sounds more like ingrown hairs (folliculitis - mild infection at the shaft of the hair) or possibly sebaceous glands that are naturally found in that area.
