For flexibility to be developed, should one stretch up to the elastic limit or slightly beyond it?

it seems to me that the elastic limit is the limit for a reason.stretching beyond the limit should result in a tear.

Stretch only to the elastic limit. You will eventually be able to do more. If you over stretch, you're liable to pull a muscle like I did. Was out of commission for almost a year. What I mean is, I could still do things if they didn't require to much of me but I had to stop exercising for awhile.
