Others have proposed that pica is part of the obsessive-compulsive disorder (OCD) spectrum of diseases, in which practicing a ritualistic behavior leads to relief of tension and anxiety. Risk factors for pica include parental/child psychopathology, family disorganization, environmental deprivation, pregnancy, epilepsy, brain damage, mental retardation, and developmental disorders

she definetly has a mental problem and she needs to seek help, mabey you can kindly suggest that to her, i have heard of people pulling out their own hair all the time, but i have never heard of one eating it.
Its called Pica disorder. See if you can access the DSM-IV-TR, it should explain it.

Trichtillomania is a disorder where people pull their hair, and an additional symptom of Trichtillomania is eating the hair.
Sounds like she needs to go see a psychiatrist.
