An alcoholic intervention by friends and or management. Get him to AA. Bad breath and body odor may be the least of his worries.
Does he give a crap? If not just avoid him.

You probably can't put anything on a chronic alcoholic that would work.and they are obviously not going to stop or curb their behavior.
What you CAN do is put that creme under your nose like Jodi Foster did in the movie "Silence of the Lambs".

for one he will need the help and try and get him in a re hab prollom talk him to a alcolholmss meeting i know i have someone like this and try and ask him to ask god in his heart pray7 for tham a lot and ask god to help him pray for his salvion
Give him some mouth wash like Scope or gum like Trident. If that doesn't help go buy him a tooth brush and some tooth paste, then tell him to use it. and if he continues to come to work smelling like a** and Alcohol, Fire him.

Offer him a breath mint(or a listerine strip) the second he walks up to you. Do this everytime, maybe he'll get the hint
Tell the guy his breath smells like alcoholic and he needs to brush and eat mints all day
