i want to have a flat toned chest and get rid of manboobs. what excercises or cardio is good. without weights?

If you are otherwise in good shape you probably just have genetic man boobs. Get over it. If you need to shape up everywhere and won't/can't do weights the you are going to have to do enough cardio to lose weight and enough isometrics, pushups and pullups to tighten up and build bulk while reducing fat. I'm sorry to be a downer, but if you look around at the male members of your family and this is a common thing, it's going to be very difficult to exercise away your genetic body shape.

Push ups will tone the muscle. Over all exercising will reduce all body fat, you can't loose fat in just one spot.

Your man boobs really might not be just fat; they could actually be mammary (breast tissue). Get your testosterone levels check, then if o.k. weight lift and cardio.

Without weights, none.
