If they are full, they must have just eaten, there blood sugar should be high not low. If it is low, a cube of sugar, allowed to dissolve in the mouth will raise their blood sugar sufficiently for at least an hour and by then they should be able to eat something else if needed.
fresh fruit, juice, hard candy, a spoon full of syrup glucose tabs, or ask the doc for a glucose shot kit.

I have diabetes but my friend has hypoglycemia caused by dumping syndrome, that's where the blood sugar plummets before spiking. The only way to handle this isn't pumping yourself full of sugar, that'll only make it worse. If that person's full and having this problem, the only way to sufficiently treat it is for that person to eat a few tablespoons of peanut butter which contains carbs AND protein to balance the sugar levels out. The levels need to be checked every 15 minutes and if it drops to 40 or 35 mg/dL then the paramedics need to be contacted.

If they are too full to eat more then the blood sugar should be high prior to giving insulin. Are you sure your not overdosing on insulin. Underlying disease process' can also cause dysregulation. You should contact your doctor about this.
There is an injectable medication called Glucagon. It is avaliable as a kit that you reconstitute into a disposable syringe and needle. The powder tablet and liquid are combined and then injected. Glucagon stimulates the liver to release its stores of glycogen which is easily converted to glucose that can be transported in the bloodstream and utilized by the cells in the presence of insulin. Glucagon is a naturally occuring substance in the body. NOTE that glucagon will not necessarily have an effect on the chronically malnourished or long-term alcoholics as their livers will not likely have any stores of glycogen.

Sugar is the best if nothing is reachable or if you cant find anything. It is advisable to have a sugar candy handy in the bag as hypoglycemia is very dangerous.
