I have the same thing. It is so embarrasing and debilitating when I am on the job (I am a fundraiser so I deal with the public a lot). I don't believe there is anything that can be done about this. You are among those of us light-skinned people who suffer from this as well as rosacea. I wear a lot of turtlenecks and mock turtlenecks and try to not wear blouses that are too low. That helps some.
It sounds like you have rosacea. Go see a doctor or dermatologist. Medications are availabe; I believe laser treatments have also been effective for this condition.

Please don't lather toothpaste on your skin. There is nothing you can do about it, I'm afraid. I've had this ever since I've been 13 or so and I'm 35. You'll get used to it, I guess. You can keep a cool bottle of water with you to help somewhat. But those others are right. It's most likely rosacea and it's for life. Hopefully that's all you have. Some women have it worse and have very red cheeks and acne. I used to have to take antibiotics for my face, but that's ok for now. But anytime I get happy or mad or drink alcohol, my neck and chest are lobster red. Sorry girlfriend.
