It's not your shoes, it's your circulation. See a doctor about blood flow to your feet.
try lifting weights instead. if you wanted to build muscle, then you'd do high weight/low reps. but for your case, do low weight/high reps with a little break in between (maybe 1 min). this should keep your heart rate pumping. that essentially turns your weight training session into a cardio session. this should be a lot easier on your feet since you don't need to really move them at all.except walking to differnt machines/weights.
3 suggestions.Orthotics, streching, and put a small amount of incline on the treadmill.
Try swimming. It uses more integrated movement, and will ease the foot pain, poor thing! (One of my friends was diagnosed with collapsed arches, and it is NOT fun!) She got inserts for her shoes and really, she has been SO much better. She is poor too, and had to save up for a month before she could get them.
Try Yoga. Yoga evens out the muscle, strengthens the weak ones, loosens the tight ones. It should he the pain.
