the best kind of eyeliner i have ever used is powder kind. i just get a black eyeshadow (or whatever color you want) and with an eyeliner brush (which has short flat stiff bristles) i line the bottom rims of my eyes and my eyelids right above my eyelashes. ever since i tried this (about 2 years ago) i stopped using pencil liners and any other kinds. it never smudges and even when i get wet, like at the beach or the pool or in the rain, it doesnt smear.

make sure you're using a quality brand, and applying it to the outside of your bottom eyelid, not the inside.

Try waterproof, and dont use kohl eyeliner b/c that is more smudgy

What I do is apply powder on my eyelids first before applying anything. It helps to absorb moisture and helps keep your eyeliner on. Also, try using a liquid eyeliner, but make sure it is dry before opening your eye all the way. Since it is like ink, it helps "stain" your eyes. You can also wet an eyeshadow brush and dip it in your eyeshadow to use as eyeliner as well.

I'm a guy ,how the hell do you think I should know! I'm not a rockstar. My advice is to make out with me all day this way you don't have to worry about it smudging all over yourself. I don't mind it on me it would make me BLOWWWW!

I know this sound silly, but I wear upper/lower eyeliner too, alot & I've actually thought about getting eyelines permanently tatooed on, but it's a little out of my budget, but otherwise here's the search:

M.A.C has this liner that you have to use a small brush with and I swear it only smudges with your finger. You can line inside your lid and it won't smudge off.

make sure u are using a good brand and dont rub ur eyes.in my opinion u should use the MAC eyeliners

any waterproof will do, try name brands though, like merle norman or clinique. i don't like the stuff at walmart. it doesnt give you an even precise line.
