I am not familiar with the specific situation of this question. However, if your question asks if neurological damage is "cast in stone", the answer is "no". Neurons, axions and dendrites will replicate and form new pathways. The process for cell mitosis and regeneration of the nerve tissue is much, much, slower than that of, for example, skin tissue. The relative age of an individual will also play into the a major role in the outcome. Clearly, someone who has reached advanced old age will probably not improve.

Don't know about anoxia, but have heard stem cells are being researched for the possibility of repairing the brain. I did a quick search on my University's library website and came up with the following citation. It looked interesting, and I hope it helps.

as far as brain damage goes, look into omega-3,6, and 9 fatty acids. lecithin, phospholipids, and phosphadtylserine (correct spelling). all are real good about building brain tissue and helping with neuro-transmissions
I don't know if I am understand your question accurately seeing as my answer is completely off from everybody else's so far.
Recovery depends on how long the brain has been deprived of oxygen and how much brain damage has occurred. The longer the brain had gone without oxygen, the higher the chances of death or brain death and the lower the chances of a meaningful recovery. During recovery, you will most likely see psychological and neurological abnormalities such as amnesia, personality changes, hallucinations, memory loss, and muscle spasms and twitches. And then they may resolve. Acute treatment includes ventilation to secure the airway; fluids, blood infusion, and medications to support blood pressure and heart rate. Also medications to prevent seizures may be used. As far as I know there is no effective treatment for anoxic brain injuries. There has been research on the use of Hyperbaric Oxygen Therapy.very costly. I'm not knowledgable on that research, though.
